How to make my eyebrows look soft & light?

I like my eyebrow's shape right now, but my eyebrow hair is so dark and thick that it looks like it isn't even shaped. I tried putting on eyebrow powder to make it look softer but it made it look even more thick!! I used the method of brushing up my eyebrow hair and cutting the excess, but it doesn't do much. How do I thin it out?
