How do I put on liquid eye-liner?

How do I put on liquid eye-liner? Usually I just use retractable eye-liner, only it rubs off after an hour or so, plus I can't seem to get my top eye-lashes done.

ok well its actually really easy if you have a steady hand, dont try putting it on the inside of your eye because that will hurt. soo what you do is basically start at the inside of your eye(the part by your nose) and just make a straight line going out go slowly, try not to make the line to thick unless thats what your going for... and if you want to make a dramatic line you should make it go up like a little bit before the end.
