Should i put on more makeup to make myself [pic] look more interesting/pretty?

In college, im a bit of a plain jane

im only wearing concealer, pink lip balm, and a bit of bronzer for contour
and normally i wear my hair down

(currently getting the redness fixed by a dermatologist)

Your very pretty already so dont panic, you look like a younger version of lucy liu and that's something to be proud of. I think some black eyeliner and mascara and a pale pink pearly gloss should be perfect. Keep it natural. Maybe a pop of medium cool pink blush on your cheeks would pretty on you. By the way your skin looks quite good in that photo so dont worry about a little redness.
